George IV. Licensing of Arms & Ammunition Dublin 1822.

HEAD POLICE OFFICE
DUBLIN, MARCH 30, 1822.
NOTICE, to all Persons dealing in the Importation of Arms, Gunpowder and Ammunition, and the making, removing, selling , or other disposal of Gunpowder, Arms, and Ammunition, within the Police District of Dublin Metropolis.
Whereas, by an Act of Parliament passed in the third year of his present Majesty's Reign, entitled, " An Act to regulate the Importation of Arms, Gunpowder, and Ammunition into Ireland, and the making, removing,selling and keeping of Arms, Gunpowder, and Ammunition, in Ireland, for seven years, and from thence until then end of the then next Session of Parliament;"
It is enacted amongst other things, " That from and after the passing of said Act, it shall not be lawful for any Person whomsoever, to import, or bring into Ireland, any Cannon, Mortars, or Ordnance, Guns, Pistols, Gun-locks, or parts of Gun-locks, Pistol-locks,Gun-stocks, Swords,Sword-blades, Bayonets, Pikes, Spears, Spear- heads, Weapons of War, Cannon- balls, Musket- Balls, or Pistol-balls, Gunpowder, Brimstone, Saltpetre, or other materials used in the making of Gunpowder, or any Military Accoutrements, without having first obtained a License for importing or bringing the same, under the hand of the Lord Lieutenant, or Chief Governor or Governors of Ireland, or his or their Chief Secretary, or, in his absence, of his Under Secretary for the time being, which License
shall specify the number and particular kind of Arms, Ordnance, Guns, Pistols, Gun-locks, Gun-stocks, Balls or Accoutrements, and the quantity of Gunpowder, Brimstone, and Saltpetre, or other material for making Gunpowder, thereby licensed to be imported."
By the 4th section, it is enacted , "That no Person in Ireland shall manufacture Gunpowder without License from the Lord Lieutenant, or his Chief or Under Secretary, under a penalty of £500 sterling."
By the 5th Section, it is enacted, " That such Manufacturer is not to sell Gunpowder without a license from the Lord Lieutenant, or his Chief or Under Secretary, under a penalty of £50."
By the 6th Section, it is further enacted, " That no such License shall be granted, unless the Person requiring same shall produce a Cerificate from the Quarter Sessions, that he, or She, is a proper Person to be Licensed to deal in, or sell Gunpowder;" and,
By the 22nd Section of said Act, it is further enacted, that " No person shall make, construct, or amend, or repair, or keep for, or expose to Sale in Ireland, any Cannon or other Ordnance, or any sort of Guns, Muskets or Pistols, or any Gun-locks, Pistol- locks, Gun-stocks, Bayonets, Swords, or Sword-blades, or other Military Weapons, without a License from the Chief Secretary of the Lord Leiutenant, or other Chief Govornor or Governor of Ireland, or in his absence, his Under Secretary , which License shall be granted to any known Gunsmith, or Sword-cutler; and, if any Person shall make, or construct, or amend, or repair any Cannon, or other Ordnance , or any sort of Gun, Musket, or Pistol, or any Gun-lock, Pistol-lock, Gun-stock, Bayonet, Sword, or Sword-blade, or any other Military Weapons, without having obtained such License, every article found with him shall be forfeited, and may be seized by any Justice of the Peace or Magistrate, of Officer of Customs of Excise, or by any Person authorised thereto, by the Warrant of any Justice of the Peace, or Magistrate; and any such offender shall forfeit a sum of Five Hundred Pounds, and such License shall be of force for One Year and no longer, from the time of granting thereof."
All Persons who, now are, or who have been recently engaged in the importation, manufacture, or sale of the various articles described in the Act, are hereby required to comply with the provisions thereof, otherwise the penalties thereby inflicted will be immediately enforced; and all such Persons are further required forthwith to make a return of their Names and Residences to the Divisional Justices of Police Division in which they shall reside.
